The CMMC Evidence Solution: Operations That Generate Proof
This is Part IV in our series on CMMC compliance for defense contractors, subcontractors, and the Managed Service Providers who support them. Part III examined how C3PAO assessors evaluate evidence. The harder truth is that most organizations fail not because they lack controls, but because evidence generation is not built into daily operations.
Evidence gaps are rarely the result of missing technology. They are more often the result of missing operational discipline.
Common Evidence Failures
Several recurring failure patterns appear across assessments.
The retention gap occurs when organizations collect logs or reports but retain them for too short a period. When assessors request evidence from 90 days earlier, the artifacts no longer exist. Controls fail despite current operational compliance. Evidence requirements are retrospective.
The review gap occurs when automated systems generate reports that are never reviewed. Reports are emailed to distribution lists. Nobody opens them. Nobody documents analysis. Email delivery receipts are not evidence of review. Review requires documented human analysis.
The configuration gap occurs when baseline standards exist on paper but are not enforced in tooling. Platforms can enforce configurations, but policies are never translated into active controls. Systems run with defaults. Documentation alone is insufficient.
The baseline gap occurs when systems are configured during initial deployment, then drift over time. No scanning detects drift. No remediation occurs. For controls requiring sustained operation, point-in-time snapshots do not satisfy assessment objectives.
Evidence by Design Principles
Organizations that pass assessments design evidence generation into operational workflows. Artifact generation may be automated, but evidence requires human review, validation, and documentation.
Automate artifact generation. Systems should produce compliance artifacts on a predictable cadence. Weekly patch reports, monthly access reviews, and quarterly drift scans should generate records without manual effort.
Build review into workflows. Recurring tickets should require documented review before closure. A weekly log review ticket that cannot close without notes creates durable operational evidence.
Document deviations. When configurations deviate from baselines, deviations must be documented with business justification and compensating controls. Undocumented deviations appear as failures. Documented deviations are defensible.
Retain evidence appropriately. Many organizations retain audit records for extended periods, such as one year or longer, to support historical evidence needs. Retention decisions should align with contractual requirements, risk tolerance, and regulatory obligations.
Building Evidence-Ready Operations
Evidence of readiness requires deliberate operational design.
- Access control: Schedule quarterly access reviews with documented validation. Create tickets requiring review of user permissions against current job roles. Document approval or removal decisions. Retain review records demonstrating sustained governance over privileged access.
- Audit and accountability: Establish weekly log review tickets that cannot be closed without documented findings. If no anomalies are found, document “no findings” rather than leaving reviews undocumented. The ticket history becomes the operational evidence assessors request.
- Configuration management: Schedule monthly configuration drift scans. Generate reports showing compliance with documented baselines. Document remediation actions for drift or approved exceptions with business justification and compensating controls.
- Patch management: Configure weekly patch compliance reports sent to a monitored compliance mailbox. Document deployment failures and track remediation through ticketing systems. Assessors expect to see patch success rates and documented resolution of failures.
In each case, the artifact alone is not the evidence. The documented review and response are what assessors evaluate.
Evidence Readiness and Time Horizon
Assessors evaluate evidence sufficiency based on assessment objectives, not fixed timeframes. However, for controls requiring proof of sustained operation, assessors frequently look for evidence spanning a representative period. In many cases, this period extends to 90 days or more depending on the control and scope.
If an assessment is scheduled for October 2026, evidence generation for operational controls should begin by July 2026 at the latest. Organizations generating evidence today reduce assessment risk. Organizations that delay face preventable findings.
